Job Description

Work with the Head of Operational HR to ensure provision of a high quality, comprehensive, flexible and co-ordinated HR service, upholding high standards of people management practices, systems and processes.
Responsible for day to day management of HR operational team members reporting to the post ensuring that HR advice provided is legally compliant and organisational change adheres to the relevant policies, procedures and protocols.
Provide specialist HR advice across the range of highly complex and contentious Human Resources issues including employee resourcing, employee relations, change management, service redesign and organisational development.
Contribute to the development and implementation of Trust-wide HR and service strategies and plans.
All records that the role is responsible for or modifies must be kept up to date and maintained in an accurate and diligent manner
Actively contribute to the development and delivery of the Trust's objectives and key performance indicators relating to HR.
Work with colleagues to develop Directorate strategies and plans, ensuring HR implications are considered at all times.
Identify and interpret changes in or new legislation, policies/guidance and ensure effective and timely implementation of these
Lead on the ongoing development of people management skills and HR training across the Trust
Lead on the development and implementation of the workforce plans which underpin directorate service and transformation plans, including promotion of new ways of working.
Formulate plans and provide advice and solutions to directorate management teams on long term strategic workforce issue.
Present and analyse highly complex and contentious management information to management, management teams, unions and staff.
Provide a high quality, customer focused professional HR advisory service ensuring provision of comprehensive and professional HR advice and support to managers and staff across the divisions/directorates.
Provide specialist HR advice on highly complex, highly sensitive and highly contentious employment issues including employee resourcing, employee relations, TUPE, management of change, redundancy, service redesign, service development and employment tribunal cases. This will include high level of analysis of the cases comparing different options and their legal implications before determining the most appropriate option.
Provide professional HR leadership to the Directorate's' senior management teams,
providing coaching, mentoring, support and advice on all aspects of HR activity relating to service delivery, ensuring the highest standards are consistently monitored.
Take full management responsibility for staff reporting to the post. Providing leadership, recognising and developing the team, mentoring, coaching and training them to utilise strengths to enhance performance and build organisational capability.
Undertake and record regular management supervision with all direct reports, ensuring staff are in date with all training requirements relevant to the role.
Manage delegated budgets (as budget holder) and resources in line with standing financial instructions.
Be an authorised signatory for signing payroll forms, travel and other expense claims.
Deputise for the Head of Operational HR as appropriate. On occasion, attending meetings to represent the HR Directorate as required.
About you:

Chartered MCIPD or plans to gain chartered status within 12 months
Knowledge and expertise gained through in-depth experience to Masters Level equivalent
Evidence of continuing personal and professional development
Skills/Knowledge:

Extensive up to date knowledge of employment law
Detailed understanding of Agenda for Change
Extensive knowledge of TUPE regulations
Broad kowledge of TUPE regulations
Broad knowledge of NHS Plans and workforce challenges
Able to think strategically and to analyse complex issues
Highly developed interpersonal skills - able to quickly achieve professional and personal credibility through deployment of influencing, persuasion skills and achieve results.
Excellent written, verbal and presentation skills, including the ability to produce reports that are clear, concise and outcome oriented.
Strong team player and able to facilitate effective team working for others
IT literate - Microsoft word, outlook, excel, PowerPoint
Excellent time management and able to prioritise and meet deadlines

Experience:

Substantial experience of working as a Senior HR Advisor/HRBP alongside Senior Management team and Operational service
Experience of working at a strategic level.
A successful track record of managing change and service reconfiguration at a senior level
Significant experience of leading large scale change as an HR professional.
Extensive experience of managing complex employment relations, including negotiation and consultation processes.
Significant experience of managing and motivating professionally qualified HR staff
Experience of working in a complex unionised environment/organisation
Experience of Project Management
Excellent interpersonal, persuasion and influencing skills.
Substantial experience in an operational generalist role, covering a wide range of ER responsibilities, including sickness management, disciplinaries, grievance, organisational change, redundancy etc.
Experience of working in a complex, changing environment, and in contentious situations
